The Finance Minister, Cassiel Ato Forson, has been appointed Chairman of the 13-member Public-Private Partnership (PPP) Working Committee set up to strengthen Ghana’s development financing model.
The committee, unveiled at a formal ceremony, is tasked with reengineering Ghana’s PPP architecture to unlock private capital for key infrastructure and development projects.
The move comes at a time when Ghana is navigating tight fiscal space and rising infrastructure needs, prompting the government to lean more on strategic private sector involvement.
“This committee is being inaugurated at a critical time when we must rethink how we fund development with limited budgetary room, PPPs are not just useful, they are essential,” Deputy Finance Minister Ampem Nyarko said.
Dr. Forson, in his acceptance remarks, called for a complete overhaul of Ghana’s PPP approach, urging the country to move beyond symbolic partnerships.
“The era where government-dominated projects are called public-private partnerships must end. True PPPs must involve real risk-sharing between government and the private sector. What we’ve seen over the years does not reflect what a proper PPP should be,” he said.
The committee, a cross-section of public sector executives, technocrats, and industry experts, is expected to provide technical oversight, streamline policy frameworks, and ensure that future PPPs are both sustainable and deliver value for money. It will also align investment projects with Ghana’s long-term development goals under the Reset Agenda and Medium-Term National Development Policy Framework.
With Ghana’s infrastructure financing gap widening amid growing urbanisation and climate resilience demands, the committee’s work is expected to reshape the country’s investment climate. Stakeholders hope it will fast-track the development of transportation networks, green energy systems, water infrastructure, and digital connectivity through responsible, performance-based private investment.
