An innovative digital tool designed to simplify business policies for Ghanaian entrepreneurs has been launched by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to accelerate inclusive entrepreneurship.
Through its Digital Transformation for Inclusive Entrepreneurship in Ghana (DTEG) programme, GIZ introduced the Entrepreneurship Policy Chatbot, a conversational platform that will empower Micro, Small, and Medium Enterprises (MSMEs) to navigate Ghana’s complex regulatory and incentive frameworks with ease.
The tool aims to bridge an information gap that has long hindered entrepreneurs from fully participating in the formal economy. In a statement GIZ Ghana explained.
“This digital assistant aims to change that by providing real-time, localised, and verified responses in clear, easy-to-understand terms.”
For years, MSMEs especially those in the informal sector have struggled to interpret dense policy documents buried within PDFs, scattered websites, and technical language. The chatbot promises to change this reality by simplifying access to crucial information on government regulations, tax policies, business registration processes, and incentives.
Designed for Entrepreneurs, by Entrepreneurs
According to GIZ, the chatbot’s development was informed directly by entrepreneurs across Tamale, Kumasi, Takoradi, Koforidua, Sunyani, and Accra. A nationwide survey revealed that MSMEs found it difficult to understand policies, access government support, and navigate existing platforms due to language and usability barriers.
“This is more than a digital tool, it’s a transformation in how policy is communicated to those who need it most. We’re breaking down barriers so entrepreneurs can focus on building, scaling, and formalising their businesses,” GIZ emphasised.
Next Steps and Accessibility
Initially launching on web, the chatbot is expected to expand to WhatsApp for broader reach, ensuring mobile-friendly and multilingual accessibility. Users will be able to access:

The Entrepreneurship Policy Chatbot aligns with DTEG’s mission to empower women, youth, informal sector players, and rural entrepreneurs with actionable information to seize economic opportunities.
Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented under the Digital Transformation Centre Ghana, the initiative forms part of a wider pan-African network that leverages digital tools to drive entrepreneurship and job creation across underserved communities.
