As part of efforts to fight corruption, Albania’s Prime Minister has made headlines by appointing Diella, an artificial-intelligence (AI) “virtual minister,” to oversee public procurement.
The AI bot named “Diella” marks a world-first virtual minister.
A BBC report indicates that it was originally launched as an e-government chatbot. It was an Albanian e-Albania platform that assisted citizens in navigating digital services and processing official documents.
Now, Diella has been promoted to ministerial rank, with the government pledging that public tenders will be “100% corruption-free” under her watch.
Prime Minister Rama said the AI system will gradually assume responsibility for awarding government contracts to minimize human bias, interference, and graft.

However, not everyone in Albania is convinced. The opposition calls the initiative “ridiculous” and “unconstitutional,” and some commentators view the AI minister as more symbolic than practical.
But anti-corruption experts take solace in the potential upside. They argue the virtual cabinet minister will ensure a transparent, rules-based system that could help Albania meet European Union benchmarks on governance and integrity
This, they say, is key to its ambition of EU accession.
Whether Diella becomes a game-changer or a high-tech publicity stunt, Albania has shown it’s willing to bet on AI to clean up government halls.

It is anticipated that the success of AI in fighting corruption in the area of procurement will become a model for the rest of the world.
