The National Communications Authority (NCA) has announced plans to introduce the Number Registration Regulations, 2025, a new legal framework that will repeal and replace the existing Subscriber Identity Module (SIM) Regulations, 2001 (L.I. 2006). The Authority has also extended the public consultation period to 2 January 2026 to allow broader stakeholder input.
The draft regulations are designed to overhaul Ghana’s number registration regime by strengthening the legal and institutional foundations governing subscriber information. According to the NCA, the new framework seeks to enhance data governance, improve consumer protection, and ensure stronger coordination among institutions involved in managing subscriber data.
The proposed regulations also aim to establish more rigorous standards for identity verification, authentication, and the lawful processing of registration information. A key focus is the promotion of inclusion and accessibility, ensuring that underserved and marginalised groups are not left behind in the registration process. Additionally, the regulations outline measures to safeguard the integrity, security, and accountability of the national numbering database and associated resources.
The NCA is seeking inputs pursuant to Section 27 of the Electronic Communications Act, 2008 (Act 775), Section 5(h) of the National Communications Authority Act, 2008 (Act 769), and Section 4.1 of the National Telecommunications Policy 2005 (NTP ’05). Licensed service providers, industry players, civil society groups, consumers, and the general public are invited to submit their views on the draft regulations.
Stakeholders are required to send their comments electronically in Microsoft Word format to [email protected], accompanied by a completed response cover sheet as referenced in the consultation document. Respondents are encouraged to indicate specific sections of the draft regulations they agree or disagree with. The NCA has noted that all submissions will be treated as non-confidential in line with efforts to ensure transparency.
By submitting feedback, contributors also grant the NCA rights to use the copyright and any related intellectual property contained in their submissions to fulfil its legal obligations.
The Authority says it will finalise the Number Registration Regulations, 2025, after the consultation process concludes.
