The Ghana Revenue Authority (GRA) has intensified consultations with key business groups as it prepares for the nationwide rollout of the Integrated Tax Administration System (ITAS), a major digital reform expected to transform tax administration and compliance in Ghana.
The Authority convened a high-level stakeholder forum in Accra, bringing together leaders of major business and industry associations to discuss the implementation of the new platform and gather feedback ahead of its full deployment in September 2026.
The engagement forms part of a phased national consultation process designed to ensure taxpayers and businesses are adequately prepared for the transition.
The ITAS platform is a unified digital system that integrates core tax administration functions into a single end-to-end platform. Once fully operational, it will enable taxpayers to register, file returns, make payments, monitor compliance status and access support services through one interface.
Addressing participants, Commissioner-General of the GRA, Mr Anthony Kwasi Sarpong, stressed the need for continuous stakeholder engagement throughout the implementation process.
He noted that the success of the reform depended on the active participation of taxpayers and business operators who would be the primary users of the system.
“The transition to ITAS is too consequential, and the constituencies it affects too varied, for engagement to be treated as a one-off event,” Mr Sarpong said.
He added that feedback from stakeholders would help shape the rollout strategy and ensure the platform effectively responds to the needs of the business community.
The forum brought together representatives from key trade associations, including the Association of Ghana Industries (AGI), the Ghana Union of Traders Association (GUTA), and the Ghana Institute of Freight Forwarders (GIFF).
According to the GRA, businesses stand to benefit significantly from the new system through the consolidation of multiple tax records into a single taxpayer profile, faster processing times, real-time filing and payment confirmations, and improved transparency in compliance monitoring.
Mr Sarpong also disclosed that the Authority plans to leverage the platform to accelerate tax refund processes and strengthen compliance through more targeted and risk-based audit mechanisms.
The implementation of ITAS is expected to reduce administrative burdens on taxpayers while improving efficiency within the tax administration system.
The digital platform was first piloted at the Kaneshie Taxpayer Service Centre in April 2026.
Following the pilot phase, the system has been expanded to several taxpayer service centres across the Greater Accra Region as part of preparations for the nationwide rollout.
Beyond enhancing operational efficiency, ITAS forms a central component of the GRA’s broader institutional transformation agenda.
The initiative falls under the Innovation and Technology Transformation pillar of the Commissioner-General’s six-pillar reform strategy, which seeks to modernise revenue administration, improve taxpayer experience and strengthen domestic revenue mobilisation.
Tax experts believe the successful implementation of the platform could help increase voluntary tax compliance, enhance data accuracy and support government’s efforts to widen the tax net while improving service delivery to taxpayers.
