The Government has intensified efforts to strengthen Ghana’s petroleum downstream infrastructure with the inauguration of a Steering Committee to oversee the development of a comprehensive Downstream Infrastructure Master Plan (DIMP).
This initiative, which was announced by the Ministry of Energy and Green Transition, Dr. John Abdulai Jinapor, is aimed at addressing critical infrastructure gaps, improving the efficiency and utilisation of existing petroleum assets, and strengthening the country’s downstream logistics.
Inaugurating the Committee, Dr. John Abdulai Jinapor said the Master Plan would provide a practical and implementable roadmap for meeting Ghana’s future energy needs while supporting economic growth and strengthening energy security.
He added that the plan is expected to create a more predictable and enabling environment for investment in the downstream petroleum sector by providing clearer direction on infrastructure development and utilisation.
The Steering Committee will therefore be responsible for guiding the development of a Master Plan that responds to Ghana’s evolving energy requirements and addresses existing and emerging infrastructure constraints across the downstream petroleum value chain.
The completed plan is expected to guide government policy, inform private-sector investment decisions and improve the coordination and utilisation of downstream petroleum infrastructure.
It could also help Ghana optimise existing assets, strengthen petroleum supply and distribution systems, improve logistical efficiency and reduce infrastructure-related bottlenecks that can increase costs and undermine energy security.
Dr. Jinapor expressed confidence that the Committee would deliver a plan capable of driving meaningful transformation in the downstream petroleum sector.
The initiative comes as Ghana seeks to build a more resilient and efficient energy system capable of supporting industrialisation, economic growth and the country’s long-term energy security.
Notable members of the Committee include the Deputy Minister for Energy, Richard Gyan Mensah; Managing Director of the Tema Oil Refinery, Edmond Kombat; CEO of the PHDC, Dr. Tony Aubyn; CEO of COMAC, Dr. Riverson Oppong, among others.
