Ghana’s telecom regulator National Communications Authority (NCA) is in talks with the Telecel Group over the operator’s growth strategy and infrastructure investment plans, as the mobile network pushes to expand its footprint in one of West Africa’s most competitive markets.
Telecel’s visit to NCA, is framed as part of broader ambition to consolidate its market position, amid a 21% growth in the company’s operations in Ghana.Telecel Group CEO and Co-Founder Moh Damush led the delegation to meet with the Acting Director General of the NCA, Rev. Ing. Edmund Yirenkyi Fianko, at the Authority’s headquarters in Accra.
“We are committed to creating a remarkable success story in Ghana. Our 21% growth reflects the significant progress we’ve made, and with continued macroeconomic stability, we expect even greater impact in the telecom industry,” Damush said. “The Group is focused on financial restructuring that will see further capital injections into the country.”
The talks also touched on regulatory priorities and spectrum management, with Damush pressing for increased allocation to support service quality improvements. The NCA acknowledged the request, signaling willingness to accommodate new investment with a more flexible regulatory framework.

“Our goal is not to frustrate non-significant market power (non-SMP) operators but to create a competitive market space for all the Mobile Network Operators (MNOs) in the country,” said Rev. Ing. Fianko. “We’ve seen progress in your numbers as the decline has stayed, and we are hopeful that market share will continue to grow.”
He touched on the NCA’s commitment to industry-wide competitiveness and cited upcoming regulatory initiatives designed to support market growth. “We will create a competitive market space for all MNOs in the country,” Fianko said.
Damush also spoke positively about Ghana’s tech workforce. “Ghanaians are full of talent. We are proud to work with highly qualified individuals who can serve not only in Ghana but across our global operations,” he said.
The meeting marks another step in Telecel’s efforts to secure regulatory support for its investment roadmap following its acquisition of Vodafone Ghana. The company is seeking to accelerate digital infrastructure development and position itself as a long-term player in Ghana’s telecom landscape.
