Issued by the Ghana Revenue Authority (GRA), it serves as official evidence that a taxpayer has met their tax obligations or has made satisfactory arrangements to settle any outstanding tax liabilities. Beyond land registration, a TCC is required for several other transactions, including government procurement, customs-related activities, visa applications and the renewal of certain professional licences.
What is a Tax Clearance Certificate?
A Tax Clearance Certificate is documentary evidence issued by the Ghana Revenue Authority (GRA) confirming that a taxpayer is up to date with tax payments and has complied with applicable tax obligations as at the date of its issuance.
The certificate is not reserved only for taxpayers who have paid every outstanding tax liability. The law permits the GRA to issue a TCC to a taxpayer with tax arrears where the taxpayer has entered into a satisfactory instalment arrangement approved by the Commissioner-General.

Persons Eligible to Apply for a Tax Clearance Certificate

Conditions for Issuance

As part of efforts to improve tax administration and reduce paperwork, the Ghana Revenue Authority has replaced the issuance of physical Tax Clearance Certificates with the Electronic Tax Clearance Certificate (E-TCC).
The electronic system enables taxpayers to apply for and receive their certificates online through the GRA Taxpayer Portal or the Ghana Taxpayers App without visiting a tax office.
How to Apply for an E-TCC
For first-time users, the process begins by creating an account on the GRA Taxpayer Portal or the Ghana Taxpayers App using a Taxpayer Identification Number (TIN) or Ghana Card Personal Identification Number (PIN). After receiving a one-time verification code and creating a password, the taxpayer can log into the portal.
Existing users simply log into their accounts, select “Your Tax Clearance,” click “Process my TCC,” choose the purpose for the application, enter the Taxpayer Identification Number (TIN) of the requesting organisation where applicable, and submit the request.
The system automatically performs a tax compliance check to determine whether the taxpayer satisfies the legal requirements for the issuance of the certificate.
The Electronic Tax Clearance Certificate has significantly simplified the application process. Taxpayers can obtain certificates almost instantly once they satisfy the applicable requirements, reducing delays associated with manual processing.
In addition, the online platform reduces compliance costs by eliminating unnecessary travel and paperwork while allowing taxpayers to apply for certificates whenever the need arises.
