President of the OPEC Fund for International Development, Abdulhamid Alkhalifa, is leading a delegation to the 56th Annual Meeting of the Caribbean Development Bank this week, joining regional and international development finance leaders as the Caribbean grapples with economic uncertainty, fiscal pressures, and escalating climate-related risks.
The gathering, held under the theme “Forging the Caribbean’s Future: Strategic Solutions for Uncertain Times,” brings together policymakers, multilateral development banks, and financial institutions to discuss strategies for sustaining growth and mobilizing investment in a volatile global environment.
Alkhalifa is scheduled to participate in a high-level discussion titled “Financing the Future: MDB Strategies for Uncertain Times,” alongside Daniel M. Best, president of the Caribbean Development Bank, and Gisela Sánchez, executive president of the Central American Bank for Economic Integration.
The panel is expected to focus on how multilateral development banks can adapt their financing models to address mounting challenges facing developing economies, including tighter fiscal conditions, climate vulnerability, and slower global growth.
For the OPEC Fund, the event provides an opportunity to deepen engagement with Caribbean countries and explore partnerships with regional development institutions. The Vienna-based institution has been expanding its development financing activities across emerging markets, with growing emphasis on climate resilience, food security, energy access, and sustainable infrastructure.
Development finance institutions are facing increasing pressure to stretch limited capital further as governments confront rising borrowing costs and growing investment needs linked to the energy transition and climate adaptation.
The annual meeting is expected to produce discussions on new financing mechanisms, private-sector mobilization, and stronger cooperation among multilateral lenders to help vulnerable economies navigate an increasingly uncertain global landscape.
