Libya is preparing to showcase its growing renewable energy sector at the upcoming Libya Energy & Economic Summit (LEES) 2026, set for January 24-26 in Tripoli. The event will bring together national and international stakeholders, highlighting opportunities in utility-scale and small-scale clean energy investments.
Confirmed participants include the Renewable Energy Authority of Libya (REAoL), the Renewable Energy Holding Company (REHC), Repsol Renovables, TotalEnergies, and the Libyan Solar System Company (LSSC). TotalEnergies and Repsol’s parent company are Diamond Sponsors, while REAoL is participating as an official partner, signaling strong alignment with Libya’s clean energy strategy.
The summit will provide a platform for dialogue between public and private sector players, aiming to drive infrastructure development, investment, and energy diversification in the country’s evolving power sector.
At the policy level, REAoL leads Libya’s renewable energy transition, implementing the National Strategy for Renewable Energies and Energy Efficiency 2023–2035, which targets renewables making up 17% of the national energy mix by 2025 and 22–25% by 2030. Abdelsalam Al-Ansari, Chairman of REAoL, will speak at LEES 2026, sharing insights on regulation, planning, and institutional reform. Under his leadership, REAoL launched Libya’s first Renewable Energy Law, a nationwide rooftop solar program, and conducted a major solar resource assessment with Germany’s GIZ to support future PV developments.
REHC, the state-owned company responsible for project execution, has been advancing several key initiatives. Among them is the 500 MW Sadada Solar Project, developed with TotalEnergies and the General Electricity Company of Libya, which is expected to commence operations in 2026. REHC is also overseeing hospital solarization programs, supporting local manufacturing partnerships, and implementing rooftop solar deployment under the national “Go Green” initiative. Asail Rtaima, Chairman of REHC, will represent the company at the summit to discuss project delivery, grid integration, and institutional capacity building.
International operators will also be present. José Partida Solano, Head of Business Development at Repsol Renovables, will highlight the company’s efforts in technology transfer, emissions reduction, and integrating sustainable energy alongside hydrocarbon operations, including gas flaring reduction and LPG supply projects.
Local private sector participation comes from LSSC, which provides residential, commercial, and industrial solar solutions and serves as a technical training hub for workforce development. Samir Alwarfally, Chairman of LSSC, will discuss market readiness, distributed solar adoption, and local capacity building.
James Chester, CEO of Energy Capital & Power, emphasized the summit’s significance: “The participation of REAoL, Repsol Renovables, REHC and LSSC at LEES 2026 underscores the accelerating momentum behind Libya’s renewable energy transition. With strong public leadership, execution capacity, international partnerships, and a capable domestic private sector, Libya is laying the foundations for a diversified, resilient and investment-ready clean energy future.”
