The Ghana Tertiary Education Commission (GTEC) has directed the University of Ghana to immediately reverse fee increases implemented for the 2025/2026 academic year, citing violations of an earlier directive prohibiting any upward adjustment of fees by publicly funded tertiary institutions.
In a letter dated January 5, 2026, and addressed to the Vice-Chancellor of the University of Ghana, GTEC said it had become aware that the university raised fees by as much as 25 percent and, in some cases, introduced new charges without the required prior approval from regulatory authorities.
The Commission referred to its earlier correspondence dated November 3, 2025, in which it explicitly instructed all public tertiary institutions not to implement any fee increases for the 2025/2026 academic year. GTEC said the University of Ghana’s actions contravened that directive and applicable legal requirements.
As part of corrective measures, GTEC ordered the university to reverse all fee increases with immediate effect. The Commission further directed that continuing students who have paid more than last academic year’s fees should have the excess credited toward the next academic year, while final-year students who overpaid must be refunded the difference.
GTEC also instructed the university to revert all dues, including SRC and GRASSAG charges, to their previous academic year levels. Any newly introduced fees, including those related to the university’s 75th anniversary celebrations and any development levies, are to be suspended unless they were already in place, in which case they must be charged at last year’s rates.
The Commission gave the University of Ghana until January 12, 2026, to submit evidence of full compliance, warning that failure to do so would attract “serious regulatory sanctions.”
GTEC stressed that any deviation from its directives must receive explicit written authorisation from the Minister for Education. It also named the Deputy Minister for Education, Clement Apaak, as the liaison between the ministry and the university on the matter.
