We see polluted rivers, excavated farmland, destroyed forests, abandoned pits and damaged communities. We debate enforcement, political involvement, unemployment, traditional authorities and the price of gold.
But galamsey reveals something deeper.
It is a Continuity problem.
A distinction should be made at the outset. Mining itself is not inherently destructive or incompatible with Continuity. Ghana has every right to develop its mineral resources responsibly and convert them into national prosperity.
The concern here is different.
It is the destruction caused when gold is extracted illegally and recklessly in ways that damage the environmental systems upon which present and future life depend.
Seen through the lens of Continuity, galamsey is not merely the illegal extraction of gold.
It is the conversion of a long-term inheritance into short-term private gain.
A River Is More Than Water
Consider a river.
A river is not simply water flowing past us today.
It is an asset moving through time.
The same river may have provided water to our grandparents. It provides water to us today. If preserved, it can provide water to our grandchildren.
It supports farming.
It sustains ecosystems.
It supplies communities.
It supports industry.
It may provide drinking water to millions of people over its lifetime.
And unlike gold, a healthy river does not have to disappear for us to derive value from it.
It can produce value repeatedly.
Year after year.
Generation after generation.
The same is true of fertile soil, forests, wetlands, fisheries and groundwater.
These are not simply natural resources.
They are Continuity Capital.
Their extraordinary value comes not merely from what they provide today, but from their capacity to continue providing it tomorrow.
The Destructive Exchange
Now consider what happens when illegal mining destroys such an asset.
Gold is extracted.
But a river is poisoned in the process.
The gold can be sold once.
The river could have produced value thousands of times.
Farmland may be excavated to reach mineral deposits beneath it.
The gold is removed.
But land capable of producing food repeatedly for generations may be left unusable.
Forest is cleared.
Waterways become contaminated.
Topsoil disappears.
Dangerous pits remain.
Entire landscapes can be transformed in the pursuit of something that is extracted once and taken away.
This is what makes the economics of galamsey so deceptive.
We see what has been gained.
We rarely calculate everything that has been lost.
The Two Ledgers
Suppose illegal miners extract gold worth GH₵1 million.
That GH₵1 million is visible.
Someone sells the gold.
Someone receives income.
Workers are paid.
Equipment owners are paid.
Traders make money.
Economic activity has occurred.
But there is another ledger.
What is the value of the farmland destroyed?
What is the value of decades of crops that can no longer be grown?
What is the cost of treating contaminated water?
What is the cost of restoring the land?
What happens to communities whose water source disappears?
What is the value of an ecosystem that may take generations to recover?
What economic opportunities will no longer exist because the underlying environmental asset has been destroyed?
These losses are harder to see because many of them occur later.
The gold is valued immediately.
The destroyed future is not.
And so an activity can appear profitable while actually destroying far more value than it creates.
This leads to one of the central propositions of Continuity:
Environmental destruction is often profitable only because the future is not allowed to send an invoice to the present.
The Future Pays
Galamsey therefore involves more than environmental damage.
It involves the transfer of costs across time.
The people receiving the benefit today may not be the people who eventually pay for it.
The miner receives income today.
The gold trader receives gold today.
The financier receives returns today.
But somebody else may inherit the contaminated river.
Somebody else may inherit the unusable farmland.
Somebody else may pay for water treatment.
Somebody else may finance land restoration.
Somebody else may discover that farming is no longer possible where their grandparents farmed.
And some of those people have not yet been born.
This is what makes environmental destruction a profound Continuity problem.
The present can consume value while sending the consequences forward.
The Future Has No Seat at the Table
Imagine all the interests surrounding an illegal mining operation.
The miner is represented.
The financier is represented.
The gold buyer is represented.
The landowner may be represented.
The traditional authority may be represented.
The politician may be represented.
The community living there today may be represented.
But another stakeholder is missing.
The Ghanaian child who will need that river twenty years from now.
That child has no vote today.
No lawyer.
No representative.
No ability to object.
No ability to demand compensation.
Yet that child may live with the consequences longer than everyone involved in the transaction.
This exposes one of the great asymmetries between generations:
The present can make decisions for the future, but the future cannot make decisions for the present.
That is why societies require institutions capable of protecting long-term interests against immediate extraction.
We Inherited These Things
There is another way to understand the problem.
None of us created Ghana’s rivers.
None of us created its forests.
None of us manufactured its fertile soil.
None of us created the ecosystems that sustain life.
We inherited them.
They arrived from the past.
And inheritance creates a different relationship from ordinary ownership.
If something exists only for my lifetime, perhaps I can think entirely in terms of possession.
But if something existed long before me and should continue long after me, my relationship to it begins to resemble custodianship.
I become one temporary holder in a much longer chain.
Previous generations transferred something to me.
I am entitled to benefit from it.
But I also acquire an obligation to transfer something forward.
This gives Continuity a principle of environmental stewardship:
We do not own everything that passes through our hands. Some things are entrusted to us because they must reach the future.
Breaking the Chain
Imagine three generations.
Generation A inherits a functioning river and transfers it to Generation B.
Generation B inherits clean water, fertile land and a functioning ecosystem.
But Generation B allows illegal extraction to destroy them for short-term gain.
Generation C then receives something fundamentally inferior.
The river still appears on the map.
But perhaps it can no longer safely provide what it once provided.
The land still exists geographically.
But perhaps its productive capacity has disappeared.
The inheritance has arrived physically while its value has been destroyed.
That is a broken Continuity chain.
And this may be the deepest way to understand galamsey.
It is not simply taking gold illegally from the ground.
It is taking value out of an inheritance without ensuring that the inheritance survives the taking.
A Continuity Crime
This suggests a broader concept.
We normally think about crime in relation to people living today.
But what should we call an action whose largest victims may live decades from now?
Perhaps there is a category we might call a Continuity Crime.
A Continuity Crime occurs when present actors capture value by seriously degrading an asset or system whose continued functioning is necessary for future people to inherit comparable opportunity.
Galamsey provides a powerful example.
The immediate victim may be a farmer whose land is destroyed.
But the eventual victims can extend far beyond that farmer.
Children inherit damaged communities.
Future governments inherit restoration costs.
Taxpayers inherit liabilities.
Future businesses inherit scarce clean water.
Future farmers inherit degraded land.
The nation inherits diminished natural capital.
The crime travels through time.
Galamsey Is Not Alone
The same architecture appears elsewhere.
Illegal logging converts forests accumulated over decades into immediate cash.
Destructive sand winning converts landscapes and coastlines into today’s construction material.
Overfishing consumes the reproductive capacity required to produce tomorrow’s fish.
Wetland destruction creates immediate land value while eliminating natural flood protection.
Illegal dumping saves someone money today while transferring contamination costs to communities tomorrow.
Different activities.
Same underlying transaction:
Present benefit. Future liability.
What Are We Actually Losing?
This is why measuring environmental destruction only in acres of forest lost or kilometres of river polluted does not tell the whole story.
What is being destroyed is future possibility.
A healthy river contains possibilities.
Drinking water.
Agriculture.
Industry.
Fishing.
Tourism.
Community development.
Future technologies and uses we cannot yet imagine.
Fertile land contains possibilities.
A forest contains possibilities.
An ecosystem contains possibilities.
When we destroy them unnecessarily, we do not merely destroy what they are producing today.
We destroy things they might have produced tomorrow.
That is the hidden magnitude of environmental destruction.
We are destroying options belonging to people who have not yet arrived.
The Real Question
The galamsey debate therefore needs a longer horizon.
The question cannot simply be:
How much gold are we extracting?
Nor even:
How many jobs are being created?
We must also ask:
What are we destroying in order to obtain it?
And:
Who will still be paying for that destruction after today’s beneficiaries are gone?
Those questions change the economics.
They change the ethics.
And they change the meaning of environmental protection.
Protecting a river is not merely protecting water.
It is protecting decades of future economic activity.
Protecting farmland is not merely protecting soil.
It is protecting future food production.
Protecting forests is not merely protecting trees.
It is protecting an ecological system capable of creating value far beyond our own lifetimes.
Environmental protection is therefore not simply conservation.
It is preservation of Continuity Capital.
What Kind of Ancestors Will We Become?
Every generation inherits a world it did not create.
We inherited roads built by others.
Institutions established by others.
Knowledge discovered by others.
Trees planted before we were born.
Rivers flowing long before our arrival.
We live every day from accumulated Continuity.
And eventually we will become ancestors ourselves.
Then the question will no longer be what we inherited.
It will be what we transmitted.
What kind of Ghana will pass through our hands?
Will future generations inherit functioning rivers?
Productive soil?
Forests?
Clean water?
Healthy communities?
Opportunity?
Or will they inherit evidence that we knew what was happening, understood the consequences and nevertheless allowed immediate gain to prevail over long-term survival?
That is why galamsey is bigger than illegal mining.
It is a test of whether a society understands its place in time.
We are not the final owners of the world we inherited.
We are temporary custodians standing between those who came before us and those who will come after.
We may use what we inherit.
We may develop it.
We may derive prosperity from it.
But somewhere within the architecture of a functioning civilisation must exist one uncompromising obligation:
Something of value must survive us.
Because when illegal mining destroys a river, a forest or productive land, it is not merely damaging the environment.
It is destroying an inheritance.
And when one generation knowingly destroys an inheritance that should have reached the next,
it is stealing from the future.
