The Civil and Local Government Staff Association of Ghana (CLOGSAG) has pledged to resist any partisan appointments in the Civil and Local Government Services while calling for the strict observance of neutrality within these critical institutions.
Speaking at CLOGSAG’s Thanksgiving Service in Accra, the Executive Secretary, Isaac Bampoe Addo, emphasized that the incoming government must uphold the Supreme Court ruling against partisan appointments in the civil service.
“There is a Supreme Court decision that says that no civil servant must owe his appointment to partisan activities…We want to believe that the incoming Government will adhere to the Supreme Court ruling and ensure that politicians are not appointed to encumber civil service institutions,” he stated.
He also criticized the “winner-takes-all” approach, which grants excessive appointment powers to the presidency, urging a reassessment of Ghana’s democratic framework under the Fourth Republic.
Highlighting the challenges of illegal mining, Mr. Addo advocated for greater decentralization to empower District Assemblies to lead localized solutions. “Local authorities have a deeper understanding of the issues in their jurisdictions and can implement more sustainable solutions than centralized efforts,” he added.
Despite facing setbacks in achieving a Unique Salary Structure for its members, CLOGSAG assured workers that negotiations for improved conditions of service remain ongoing. Mr. Addo expressed optimism, promising that these efforts “will see the light of day.”
CLOGSAG warned that any attempt to compromise the neutrality of civil service institutions would be met with organized resistance. “Workers’ power will be employed to oppose any actions that undermine the independence of civil servants,” Mr. Addo noted.
