Barring any intervention, there is the possibility of chaos after November this year if the demands of some members of the Civil and Local Government Staff Association of Ghana (CLOGSAG) are not met.
The aggrieved members of CLOGSAG, as they call themselves, are up in arms against what they describe as “illegal Tier-3 deductions” from their salaries.
They are warning that the continued deduction beyond November 2025 will trigger serious consequences for the association’s leadership, especially the Executive Secretary, Isaac Bampoe Addo.

Mounting Tension Within CLOGSAG
A strongly worded letter from the aggrieved members of CLOGSAG addressed to the Executive Secretary of the association reveals that there is a storm brewing within the ranks of CLOGSAG.
Allegedly, thousands of its members have issued a stern warning to the Executive Secretary, Isaac Bampoe Addo, to halt the Tier-3 deductions from their salaries by the November validation period.
The aggrieved CLOGSAG members accused Bampoe Addo of acting in bad faith after initiating an out-of-court settlement on the long-standing dispute over the deductions, only to allegedly renege on his own commitments.
The group claims that although both parties signed “Terms of Agreement” in May this year to resolve the matter, the CLOGSAG leadership has failed to demonstrate any genuine effort to stop the deductions, which the members insist are “illegal and unauthorized.”

6,000 Members Demanding a Halt
The disgruntled members say they have already submitted more than 6,000 formal requests to the CLOGSAG Secretariat, demanding an immediate halt to the Tier-3 deductions.
According to the letter, dated October 15, 2025, the members made their request through their legal counsel and through official correspondence from CLOGSAG’s own lawyers, emphasizing that they have followed due process at every stage.
“On 15th October, 2025, we submitted over 6,000 requests to your office from members who dissent with you on the deduction and want it stopped. It is our expectation that when validation in November 2025 is ready, we won’t see the Tier-3 deductions,” the letter warned.
The letter added, “We have been law-abiding and resorted to all legal means to get our monies back.”
Executive Secretary in “Hot Waters”
The tone of the letter leaves little doubt about the level of anger among members. It carries a chilling warning to the Executive Secretary, hinting at possible direct action if the deductions continue in November.
“However, we can assure you that should you go ahead and deduct the Tier-3 in November, it will spell your doom and last days in office. You will forever regret the decision of embarking on that illegal deduction. We will hunt you down and recover every single penny you and your cronies have taken,” the letter added.
It continued that, “It seems that you have taken this approach for granted and you might not be lucky the next time we take a different route. Can you imagine being dragged out of your office and locked forever? The multitude of Aggrieved CLOGSAG members are all ears and eyes waiting to see what happens to their Tier-3 in November 2025. A word to the wise is enough.”

Legal Action or Civil Unrest?
The group’s warning signals a potential escalation in the long-running standoff that has already spent more than two years in court.
After the Executive Secretary reportedly requested an out-of-court settlement, many members hoped the issue would finally be resolved.
However, their current stance suggests growing impatience and distrust in the process. Observers fear that if the matter is not resolved before the November payroll validation, it could plunge CLOGSAG into one of its fiercest internal showdowns in years.
