Government has committed GH₵ 110 million to fund the nationwide rollout of the Adwumawura Programme, a major youth entrepreneurship initiative launched in April this year, according to the Minister for Youth Development and Empowerment, George Opare-Addo.
The programme, implemented through the National Entrepreneurship and Innovation Programme (NEIP), is aimed at equipping young people, especially those in the informal sector, with startup capital, mentorship, business development training, and market access. It has already attracted over 120,000 applications within three months of its launch.
“This financial backing sends a strong signal that we are not merely announcing intentions; we are investing in the future of the country,” Opare-Addo said during the Government Accountability Series held in Accra.
The Adwumawura initiative is positioned as a core response to high youth unemployment and underemployment. It targets the creation of a new generation of “job creators” as opposed to job seekers, reducing over-reliance on public sector employment.
The funding will support programme operations across all 16 regions of Ghana. Early implementation stages include applicant screening and regional rollout logistics. Officials project that thousands of young entrepreneurs will be onboarded before the end of 2025.
Opare-Addo emphasized that the programme is not only about providing funds but also about sustainability. “Continuous mentorship and strategic business development will be central to long-term business viability,” he said.
The Adwumawura Programme is part of a broader national agenda that includes skills training, civic engagement, and personal development under the Ministry’s five key thematic pillars.
This investment could stimulate activity in Ghana’s micro and small enterprise sector if efficiently deployed. However, concerns remain around transparency, beneficiary tracking, and the programme’s ability to absorb the high volume of applicants.
The Ministry has pledged to work with both public and private sector partners to ensure that programme delivery meets national job creation goals and reflects value for money.
