Finance Minister Dr Cassiel Ato Forson’s engagement with the Association of Ghana Industries (AGI) and industry leaders ahead of the 2027 Budget has given businesses a clearer indication of the government’s next economic priority: moving from stabilisation to production and industrial growth.
Ato Forson said the government will unveil an economic transformation blueprint in the 2027 Budget, backed by a planned US$10 billion investment in strategic sectors over the next four years.
The programme is expected to focus on increasing domestic production, promoting value addition, expanding exports and creating jobs, creating potential opportunities for businesses willing to expand capacity and invest in productive sectors.
For manufacturers and other businesses, the planned reduction in the cost of capital could ease one of the key constraints on expansion. Lower borrowing costs would give companies more room to finance new equipment, increase production capacity and make longer-term investments.
Ato Forson also encouraged businesses to invest with confidence, saying, “Feel free to invest because we will sustain the gains. The golden era for Ghana is beginning.”
The Finance Minister further called on the private sector to support domestic revenue mobilisation, arguing that stronger domestic revenue would help limit excessive government borrowing and create more room for private-sector financing.
The proposed US$10 billion programme also gives investors a clearer indication of the sectors government intends to prioritise over the medium term. Its focus on production, value addition and exports could create new investment opportunities in industries where Ghana currently relies heavily on imports.
AGI President Kofi Nsiah-Poku welcomed the progress made in stabilising the economy but said the next priority should be industrial growth and job creation.
The 2027 Budget will therefore be important for businesses seeking clarity on how the transformation plan will be financed and implemented, including the incentives, financing arrangements and policies that will support private investment.
