The Operational Review and Assessment League (ORAL) has intensified efforts to uncover alleged cases of state capture in Accra as part of its preparatory work for President John Dramani Mahama’s administration.
Yesterday, the team conducted a detailed field assessment of several key locations, including the Dubois Centre, Agric Mechanization lands, La Trade Fair, Labadi Beach Hotel’s beachfront, the demolished Bulgarian Embassy, and the encroached Northern Development Authority (NDA) land in Cantonments. These inspections are part of broader evidence-gathering and validation activities prompted by public petitions.

At the Dubois Centre, tensions ran high as staff from the Ministry of Tourism clashed with a private company claiming contractual rights to manage the facility under the previous government. Amid allegations of locked offices and death threats to staff, Team ORAL had to call in National Security to restore order and safeguard the premises. Similarly, a visit to the Agric Mechanization lands revealed the military’s recent deployment to halt the unauthorized rezoning and privatization of state lands by individuals linked to the outgone government.
The team’s inspection at the NDA offices in Cantonments uncovered hurriedly erected walls aimed at appropriating portions of the Authority’s land. Officials were assured of swift action, as National Security has been notified to intervene. Team ORAL also visited the site of the demolished Bulgarian Embassy, engaging with embassy officials and documenting the stalled construction of an apartment complex initiated by Dr. Yaw Adu Ampomah, a former NDPC appointee under President Akufo-Addo’s administration.

Efforts to address these issues are part of Team ORAL’s mandate to compile a comprehensive report on state capture allegations for the Mahama administration. The report, officials say, will recommend measures to reclaim state properties and hold wrongdoers accountable. The team has also assured the Bulgarian Embassy of justice in their case.
The findings will provide President Mahama with a detailed understanding of the scale and nature of alleged state capture activities under the previous administration.

In the coming days, Team ORAL will expand its fieldwork to other parts of the country, affirming its obligations to meeting the expectations of Ghanaians.
The team has emphasized that these efforts are relevant to ensuring accountability and safeguarding the nation’s resources for the benefit of all Ghanaians.
