The Society of Petroleum Engineers (SPE) will take a central role at the upcoming MSGBC Oil, Gas & Power 2025 conference, with two of its senior leaders set to deliver keynote addresses during the event’s official SPE Workshop on December 8 in Dakar.
Dr. Rose Ndong, Chair of the SPE Dakar Section, and Dr. Riverson Oppong, SPE Africa Director, will lead high-level discussions on capacity building, technical excellence and the rapidly advancing oil and gas landscape of Senegal and the wider MSGBC region.
The SPE Dakar Section has emerged as a key technical and professional hub for Senegal’s energy sector, particularly as the country implements its 2021 Local Content Law. Under Dr. Ndong’s leadership, the section has expanded efforts to develop local talent, support technical training and strengthen national participation across the energy value chain.
Representing the continent-wide network, Dr. Oppong heads SPE Africa, which connects thousands of industry professionals to global expertise, training and mentorship opportunities. He also serves as CEO of Ghana’s Chamber of Oil Marketing Companies, a major advocate for downstream petroleum regulation and policy.
This year’s SPE Workshop will gather operators, investors, policymakers and technical specialists to examine Senegal’s maturing petroleum sector. The session will explore opportunities linked to gas infrastructure, gas-to-power development, field management challenges and production optimization. Key topics include floating LNG services, pipeline expansion, logistics, supply chain capacity and local content integration.
The workshop will also address deepwater development challenges, infrastructure constraints, market volatility and the balance between LNG export ambitions and domestic energy needs. Participants are expected to discuss strategies for improving production efficiency through digitalization, capacity building, governance enhancements and ESG principles.
With first oil from Sangomar and progress at the Greater Tortue Ahmeyim project, Senegal’s industry is entering a new phase of development, making SPE’s contribution particularly significant.

The MSGBC Oil, Gas & Power 2025 conference will run from December 8–10 under the theme “Energy, Petroleum and Mining in Africa: Synergy for Inclusive Economic Development.”
