The Union and Senior Staff Association of the Ghana Highway Authority (GHA) have commenced an indefinite nationwide strike today, November 12, 2024, in protest against the recently enacted National Roads Authority Act, 2024 (Act 1118).
The strike, involving staff from GHA’s head office, regional divisions, and road maintenance units across the country, aims to halt the implementation of the Act, which the union claims breaches Ghana’s constitutional provisions.
The association demands a suspension of appointments made under the Act, asserting they violate Article 195 of the 1992 Constitution. It is also pushing for broader consultations on reforms within the GHA, citing recommendations from the World Bank’s 2022 ‘Diagnostic Study for Transforming Ghana Highway Authority.’ According to the union, the new Act could undermine the GHA’s autonomy and worsen bureaucratic inefficiencies.

The strike threatens to disrupt ongoing road construction, rehabilitation, and maintenance projects nationwide. Without GHA oversight, contractors may face delays, as critical inspections, approvals, and coordination are stalled. This could lead to unfinished projects, deteriorating road conditions, increased safety risks, and disruptions to logistics and supply chains.
The union’s grievances extend to calls for the removal of GHA Board Chairman Ing. I. K. Mensah and Chief Executive Ing. Collins B. Donkor, accusing them of inadequate engagement with staff and endorsing reforms detrimental to employee welfare and operational efficiency.
