Professor Lord Mensah has been appointed Head of Local Government by President Mahama as part of his strategy to inject financial discipline and data-driven governance into Ghana’s development agenda. His appointment is being widely hailed as a bold technocratic shift poised to align local governance with sound fiscal management.
An esteemed academic and Professor of Financial Economics at the University of Ghana Business School, Prof Mensah is known for his rigorous research in capital market development, macroeconomic modeling, and public finance. His scholarly reach extends globally, with presentations at top-tier finance conferences across Europe, North America, and Asia, and publications indexed in Scopus and Web of Science.

“He brings to the role a wealth of international exposure, having presented papers at leading finance and economics conferences globally including the World Finance Conference in Portugal, the Swiss Society for Financial Market Research, and events hosted in the U.S., South Africa, Vietnam, France, and Singapore”. The statement read.
Holding a PhD in Applied Economics-Finance from the University of Antwerp and postgraduate degrees from Kaiserslautern and KNUST, he is expected to bring empirical clarity and strategic foresight to Ghana’s local government structures. His experience advising institutions such as the UNDP, Bank of Ghana, and the Central Bank of Nigeria uniquely positions him to lead reform efforts that demand both academic rigor and real-world policy execution.
Policy analysts see his appointment as a signal that government intends to transform Ghana’s metropolitan, municipal, and district assemblies (MMDAs) into more efficient, fiscally autonomous entities. His financial modeling expertise could be pivotal in strengthening revenue mobilization, optimizing budget planning, and improving the return on public investment at the grassroots level.
Prof Mensah also serves as Executive Director of the African Centre for Development Finance and is a frequent voice in national economic discourse.
