President John Dramani Mahama has assented to the Ghana Investment Promotion Authority (GIPA) Act, replacing the Ghana Investment Promotion Centre (GIPC) Act, to strengthen Ghana’s investment framework, improve investor confidence, and support enterprise development as the government seeks to accelerate economic growth and job creation.
The Presidency stated that the new legislation is designed to make Ghana a more competitive investment destination by simplifying investment procedures, strengthening legal protections for investors, and expanding the mandate of the investment promotion authority to better facilitate and monitor investment activities.
The Act introduces reforms intended to reduce administrative bottlenecks by creating more streamlined processes for investors seeking to establish and operate businesses in Ghana. The measures are expected to improve the country’s ease of doing business and reinforce its attractiveness to both domestic and foreign investors.
The legislation also seeks to enhance investor confidence through a stronger legal framework that provides greater protection and certainty for investments. The Presidency added that the Act offers “enhanced investor protection” while reinforcing the institutional framework needed to support long-term private sector investment.

The new law also places greater emphasis on developing domestic businesses. Under the Act, the Ghana Investment Promotion Authority is mandated to support Ghanaian enterprises to expand their operations and participate more actively in the country’s investment ecosystem, reflecting the government’s broader objective of strengthening local private sector capacity.
The Presidency further noted that the Authority has been given “expanded mandates to promote, facilitate, and monitor investments more effectively”, a move expected to improve investment coordination and oversight.
The government believes the reforms will contribute to higher levels of private investment, increased employment and stronger economic growth, while positioning Ghana as a leading investment destination within West Africa.
The enactment of the GIPA Act forms part of the administration’s broader economic agenda to strengthen the investment climate, mobilise private capital and drive sustainable economic transformation.
