A new partnership between the Petroleum Hub Development Corporation (PHDC) and the Ghana National Petroleum Corporation (GNPC) spotlights Ghana’s intent to reinforce its energy infrastructure and position itself as a leading centre for petroleum and petrochemical production in the region.
A ten-member working committee has been established to guide the partnership, co-chaired by PHDC Deputy Chief Executive Officer for Operations and Technical, Onasis Rosely, and GNPC’s Exploration & Production Executive, Michael N. A. Aryeetey. The committee will focus on identifying collaborative initiatives, with a mandate to “deliberate, engage extensively” and propose strategies that support sustainable employment and industrial growth.
Speaking at the unveiling, Onasis Rosely praised GNPC for its “receptiveness and commitment” to joint efforts, highlighting the importance of institutional synergy in advancing Ghana’s industrialisation agenda. He expressed optimism that the partnership would generate measurable benefits for the energy sector and reinforce government transformation initiatives.
Mr. Aryeetey described PHDC as a “valuable partner” in GNPC’s efforts to evolve into a fully integrated energy institution. He noted that the high-level representation on the committee demonstrates GNPC’s preparedness to collaborate and create mutual value, with all required frameworks and documentation to support effective implementation.
Committee members include senior executives from both institutions, among them Kwabena Owusu-Abrokwa, Director of Operations and Technical at PHDC; Dr. Kwame Baah-Nuako, Strategy and Sustainability Advisor; Ms. Amanda Dove, Senior Manager of Legal Affairs; John Agordey, PHDC Head of Finance; Dr. Albert Longdon-Nyewan, Director of Projects at GNPC; Albert Akowah, GNPC Director of Finance; Mumuni S. Ibn Yacin, GNPC Director of Strategy and Institutional Reporting; and Angela Hohoabu, Legal Affairs Manager.
PHDC, established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), is tasked with developing a world-class petroleum hub to serve the energy needs of West Africa and the broader continent. Its flagship Petroleum Hub Project, located in Jomoro, Western Region, will feature three refineries with a combined capacity of 900,000 barrels per stream day, five petrochemical plants, storage facilities totaling 10 million cubic meters, and multiple jetties to facilitate regional import and export activities.
The project is expected to strengthen Ghana’s energy independence, enhance regional energy security, and stimulate economic integration, positioning the country as a pivotal player in Africa’s energy landscape.
