The Public Procurement Authority (PPA) has announced the enactment of new regulations adjusting procurement thresholds under the Public Procurement Act, 2003 (Act 663), as amended. The Parliament of Ghana has passed the Public Procurement (Thresholds for Approving Authorities and Procurement Methods) Regulations, 2025 (L.I. 2516), which take immediate effect and supersede the existing thresholds set out in the Second, Third, and Fifth Schedules of the Act.
In an official notification to all procurement entities, the PPA emphasised that the revised thresholds should be applied in “preparation of Procurement Plans and throughout the execution of procurement activities”.
Procurement entities are required to familiarise themselves with the updated thresholds and integrate them into processes governing contract approvals and choice of procurement methods. Copies of the regulations are available for purchase at the Ghana Publishing Company Limited (Assembly Press), Accra.
The PPA extended appreciation to key stakeholders for their invaluable contribution towards the passage of L.I. 2516, highlighting the collaborative effort in finalising the new regulations.
The Authority highlighted that the collaborative effort reflects a shared commitment to enhancing the effectiveness and responsiveness of public procurement in Ghana.
The implementation of the new thresholds introduces changes that will affect how public sector contracts are classified and approved, with implications for compliance, planning, and project delivery across ministries, departments, and agencies.
Procurement entities are expected to update their internal guidelines and train relevant staff to ensure a smooth transition to the revised regime.
The PPA Board emphasized its mandate to provide oversight and guidance on public procurement, and urged entities to adopt the new regulations without delay to support transparency, value for money, and accountability in the use of public funds.
