The Attorney General and Minister of Justice, Dr. Dominic Ayine, has confirmed that investigations into the National Service Authority and Sky Train scandals are expected to conclude by the middle of April 2025, clearing the way for prosecutions to begin.
Speaking at a press conference on Monday, March 24, 2025, Dr. Ayine assured the public that significant progress had been made, particularly in the National Service scandal, where critical developments have emerged.
“I can confirm that investigations will conclude in the National Service and Sky Train scandals by the middle of April for prosecutions to proceed,” Dr. Ayine stated.
However, the National Service scandal has been a significant point of focus due to allegations of corruption and financial malfeasance within the scheme.
According to Dr. Ayine, eight suspects have been interrogated, and several have reportedly begun cooperating with investigators.
“In the National Service scandal, eight suspects have been interrogated, and a good number of them have started ‘singing’ literally,” he noted. “We will give you details of their songs at the appropriate time.”
Dr. Ayine further revealed that investigators have obtained crucial evidence showing illicit financial transactions involving top executives of the National Service Scheme (NSS).
“We now have evidence of payments that were made into the accounts of the top executives of the National Service by private vendors and staff of the scheme,” he disclosed.
Additionally, the Attorney General indicated that attempts to conceal the scandal were uncovered. He claimed that the CEO of the NSS and other senior officials had allegedly paid a Ghanaian Member of Parliament to suppress media coverage and publicly defend them.
“We also have evidence that the CEO of the National Service Scheme and others paid a Ghanaian MP to kill the story in the media and to defend them,” Dr. Ayine added.
There are also allegations that some officials of the scheme added thousands of ghost names to the payroll, diverting public funds intended for genuine service personnel.
While Dr. Ayine did not provide specific details about the Sky Train scandal, he assured that the investigation was nearing completion.
The Sky Train project was initially proposed as a modern urban transportation solution for Ghana, but reports of inflated contracts, mismanagement, and potential financial misappropriation surrounded the project, forcing it to be suspended by the Ministry of Railway Development under the previous administration.
