The National Communications Authority (NCA) has opened applications for new spectrum licences to deploy fifth-generation (5G) mobile broadband services, marking the first competitive licensing process since it removed the exclusive wholesale rights previously granted to Next Gen Infraco Ltd.
NCA said eligible entities can apply for spectrum licences to establish, maintain and operate electronic communications networks for the provision of mobile broadband services, including 5G.
The move follows the regulator’s decision earlier this month to amend Next Gen Infraco’s wholesale telecommunications licence by removing its exclusivity, paving the way for competition in Ghana’s 5G market.
Eligible applicants include licensed mobile network operators, mobile virtual network operators, broadband wireless access providers, internet service providers and new entrants that are wholly Ghanaian-owned, subject to requirements set out in the regulator’s Request for Applications.
The NCA said the application documents outline the spectrum lots available, eligibility criteria, application requirements, rollout obligations and the evaluation and award process.
The licensing process is expected to attract fresh investment in telecommunications infrastructure as operators seek to expand high-speed mobile broadband services to businesses and consumers.
The opening of the spectrum process marks a shift in Ghana’s 5G strategy toward a more competitive market structure, with the government arguing that increased competition will spur investment, innovation, improve service quality and broaden access to advanced digital services.
The regulator has previously said the removal of Next Gen Infraco’s exclusivity was made in the public interest and does not affect the validity of the company’s licence or its existing spectrum assignment.
The latest licensing exercise forms part of Ghana’s broader digital transformation agenda, which seeks to expand high-speed connectivity, support digital innovation and strengthen the country’s communications infrastructure to meet growing demand for data-intensive services, artificial intelligence applications and enterprise connectivity.
