Energy Minister Dr John Abdulai Jinapor has set out plans to strengthen Ghana’s energy sector in 2027, with priorities including reliable electricity supply, improved operational efficiency and renewed efforts to revitalise domestic oil refining.
The minister outlined the priorities after engaging the leadership of agencies and institutions under the Ministry of Energy and Green Transition to review their 2026 performance, address outstanding challenges and establish targets for the coming year.
Progress reported for 2026 includes plans to install 3,000 transformers, improvements in power generation and an increase in national electricity access to 89.13%. The ministry is also pursuing efforts to revive domestic oil refining as part of a broader strategy to strengthen energy security.
The transformer programme is intended to improve electricity distribution, particularly in areas affected by ageing or overloaded equipment. The government has previously identified distribution infrastructure as a key area for intervention, with the Electricity Company of Ghana and the Northern Electricity Distribution Company among the institutions involved in transformer deployment.

For 2027, Jinapor wants the sector to translate its commitments into measurable improvements in service delivery. He stressed that “accountability, efficiency, transparency and value for money” must guide the work of the ministry and its agencies.
“Every Agency and its leadership must demonstrate tangible results, with no room for unnecessary delays or persistent non-performance,” he said.
The directive places pressure on sector institutions to demonstrate progress against their responsibilities, particularly in improving electricity supply and expanding access while addressing persistent operational challenges.
Jinapor said the key objective was to build “a reliable, affordable, sustainable and resilient energy sector” capable of supporting economic growth and delivering benefits to Ghanaians.
The 2027 agenda will therefore require the ministry and its agencies to convert infrastructure investments and policy commitments into tangible results for households and businesses.
