The Ghana Shippers’ Authority (GSA), has said that the delay in delivery and evacuation of containers from the port of Tema is due to system malfunctions and breakdown of scanners at the Terminals.
In a news statement copied to The High Street Journal said, the GSA is aware of the strenuous effort being made to resolve the persistent challenges, especially with the continuous breakdown of the scanner at the MPS Terminal 3, and the intermittent system glitches of Integrated Customs Management Systems (ICUMS).
ICUMS are designed to support import and export processes, speed up transactions and reduce the costs involved in international trade. They improve compliance with the legal requirements that govern international trade, and facilitate greater cooperation in Customs processing.
Nonetheless, the statement said the delays has caused grave consequences on the entire cargo clearance process.
It further reminded the shipping community that, no shipper using a port in Ghana should pay for cost associated with delays not occasioned by the shipper.
However, all cargo interest holders, consignees, and Service Providers should report to the Ghana Shippers’ Authority promptly where any such cost is imposed or paid, for the necessary investigation and a refund, where it is established that the delay was due to systemic failure.
The GSA assured the public of continues efforts to work with all stakeholders to ensure efficient delivery service in the shipping sector for the benefit of all.
