The Ghana National Petroleum Corporation (GNPC) and the Petroleum Commission (PC) have signed a Promotion, Marketing, and Revenue-Sharing Agreement to drive the Voltaian Basin Project, Ghana’s flagship onshore oil and gas exploration initiative.
The agreement, formalised at GNPC’s Training Centre in Accra, sets out a framework for the joint promotion and marketing of seismic and geochemical data acquired under GNPC’s Reconnaissance License. It also details how revenues from future data licensing will be shared between the two institutions.

GNPC’s Acting Chief Executive Officer, Kwame Ntow Amoah, who signed on behalf of the Corporation, described the pact as “a significant step forward in maximizing the value of Ghana’s data assets while ensuring transparency and collaboration between the National Oil Company and the Regulator.”
Calling the Voltaian Basin Project “a lifeline,” he urged stakeholders to remain steadfast.
“With the right investment and commitment, we can replicate the success of Ghana’s offshore sector right here onshore and lead this development on our own terms.”
Petroleum Commission CEO, Emeafa Hardcastle, hailed the agreement as both “timely and forward-looking,” adding that it “demonstrates both institutions’ commitment to advancing Ghana’s upstream agenda.” She further assured GNPC of the Commission’s full support in marketing Ghana’s resources. “We will continue to collaborate and strategise to ensure smooth, seamless progress for our industry.”
The Voltaian Basin Project represents a bold push to unlock Ghana’s untapped hydrocarbon potential inland, complementing the offshore sector that has driven petroleum revenues for over a decade. Industry watchers say the agreement could be pivotal in attracting investment, ensuring value creation, and strengthening Ghana’s position as an emerging player in onshore exploration.
