Ministry of Communication, Digital Technology and Innovations is taking part in the World Telecommunication Development Conference (WTDC) 2025 in Baku, Azerbaijan, a key global forum that will shape policies for digital connectivity and development over the next four years. The conference, which began November 17 and is said to close on 28, brings together governments, technology leaders and international partners under the theme “Universal, meaningful, and affordable connectivity for an inclusive and sustainable digital future.”
The WTDC, held every four years by the International Telecommunication Union (ITU), is the main platform dedicated to advancing digital development, particularly for developing countries. It focuses on issues such as capacity building, resilience, climate change, cybersecurity, digital inclusion and innovation. As part of the ITU’s Development Sector, the conference sets priorities and targets that guide global investments and cooperation in telecommunications.

For Ghana, participation is seen as crucial to its digital transformation plans. The Ministry says the meeting offers an opportunity to showcase the country’s progress and learn from the experiences of others. Ghana is expected to leverage the conference to access global expertise, explore emerging technologies and align its national strategies with international best practices.
The country will also engage development partners and industry players to negotiate agreements and identify opportunities for collaboration. Officials say this will support ongoing efforts to expand connectivity, strengthen regulatory frameworks and ensure digital tools are accessible and affordable.
By taking part in WTDC 2025, Ghana aims to reinforce its position within global digital policy discussions and ensure its priorities are reflected in future ITU programmes. The Ministry says its presence underscores the government’s commitment to using digital technologies to drive economic growth, improve governance and enhance the quality of life for citizens.
The conference is expected to influence major decisions on telecommunications development for the next cycle, with Ghana positioning itself to benefit from new partnerships and programmes as it seeks to deepen its role in the global digital economy.
