Ghana is pressing for deeper international cooperation to widen digital access and skills development, using the World Telecommunication Development Conference (WTDC-25) in Baku, Azerbaijan, to outline its priorities for the next phase of its digital transformation.
National Communications Authority (NCA) Chairperson Mavis Ampah said Ghana’s recent initiatives are reshaping connectivity and digital capability nationwide, with significant gains in underserved areas. She noted that the Rural Telephony and Digital Inclusion Programme has connected more than one million previously unserved citizens, while the One Million Coders programme is preparing young people for opportunities in the digital economy.
Ampah urged delegates to prioritise affordability, capacity-building and inclusive growth. “Ghana proposes that WTDC-25 amplify support in four key areas: technical assistance for affordable infrastructure, market interventions to reduce mobile data costs, scalable digital skills and AI capacity-building, and gender-responsive initiatives,” she said.
She stressed the importance of equal access, adding that the country’s focus aligns with global goals. “The country’s focus on inclusivity and empowerment, particularly through Girls-in-ICT programmes, is a model for other nations to follow,” she said.
Ghana is also seeking support for its re-election to the ITU Council and for its candidate for the Radio Regulations Board. According to Ampah, these positions would enhance the country’s ability to contribute to global telecommunications policy while reinforcing domestic reforms.
She outlined Ghana’s proposals for WTDC-25, including technical assistance for affordable, last-mile and energy-efficient infrastructure; measures to lower mobile data costs; expanded digital and AI training; and gender-responsive interventions to scale Girls-in-ICT programmes.
Ampah said Ghana’s digital agenda is positioned to support economic growth and improve living standards, adding that the country’s progress shows the value of long-term investment paired with international collaboration.
