Clara B. Arthur has officially assumed office as Chief Executive Officer of Ghana Interbank Payment and Settlement Systems (GhIPSS), the institution responsible for the country’s electronic payment and settlement infrastructure.
Her appointment comes at a time when Ghana is seeking to strengthen its position as a regional hub for digital payments and financial services.
On taking office, Arthur pledged to elevate GhIPSS and position Ghana as a leading payment and settlement hub across Africa.
“Together, we will elevate this institution to new heights and solidify Ghana’s position as a leading payment and settlement system hub in Africa,” she told management and staff, emphasizing teamwork and collaboration as central to achieving the institution’s goals.
Arthur brings more than two decades of experience in financial services and technology, with a strong focus on digital solutions that promote financial inclusion.
She has led initiatives to expand access to underserved communities, championing mobile money, fintech adoption, and electronic payment systems across Ghana and the continent.
Under her leadership, GhIPSS is expected to strengthen its electronic payment infrastructure, promote innovation, and support Ghana’s broader digital economy.
Her expertise in strategy, innovation, and regulatory engagement positions her to drive both operational excellence and sector-wide transformation.
Arthur’s tenure is expected to accelerate the adoption of digital payments, expand cross-border capabilities, and strengthen public-private partnerships, benefiting both startups and established financial institutions.
