Training for civil servants in artificial intelligence launched as part of efforts to strengthen public sector capacity and accelerate digital transformation agenda in Ghana.
The Ministry of Communication, Digital Technology and Innovations, in partnership with UNESCO, launched the first cohort of a nationwide AI literacy program in Accra, with additional sessions scheduled through May 2026.
The initiative is designed to equip government officials with foundational knowledge and practical AI skills to support implementation of Ghana’s National Artificial Intelligence Strategy (2023–2033).
Director of General Administration at the ministry, Alfred Nortey, said AI presents opportunities to improve efficiency, strengthen policy formulation and enhance service delivery, while also requiring attention to governance and ethical considerations. The training adopts a “training-of-trainers” model, with participants expected to serve as resource persons across ministries, departments and agencies, helping to embed AI capabilities within the civil service.
Officials said the curriculum covers key concepts including machine learning, neural networks and the AI development process, alongside distinctions between predictive and generative AI systems, with emphasis on human oversight to ensure accountability.
The program also addresses risks such as algorithmic bias, misinformation, data privacy and cybersecurity, reflecting broader global concerns about the responsible use of emerging technologies.
In remarks delivered on behalf of the Office of the Head of the Civil Service, Elizabeth Obeng-Yeboah urged participants to take a leading role in translating national AI policy into measurable outcomes and to uphold principles of fairness, transparency and accountability.
Facilitators include UNESCO consultants Adekemi Omotubora and Ibrahim Goni, as well as AI governance expert Kuami Ahiabenu. The program is expected to strengthen institutional capacity and support the responsible integration of AI across government, as Ghana seeks to build a more efficient and citizen-focused public sector.
