As artificial intelligence (AI) tools proliferate globally, cyber defenders warn of new security battlegrounds. AI is being weaponized to automate and amplify attacks, while also creating sophisticated new threats. Analysts note that “AI-enabled spear phishing, résumé swarming, and deepfakes” are emerging tactics that did not exist at scale before [1]. Cybersecurity firms report that attackers now use AI at every stage of an attack from automated reconnaissance and vulnerability scanning to crafting tailored payloads to breach systems and exfiltrate data [2][1]. In short, “GenAI projects inherently pose a heightened risk of compromise,” requiring pre-emptive security strategies [3].
Global studies highlight multiple AI-specific risks. One category is data poisoning and adversarial attacks, where malicious inputs or tampered training data deliberately mislead AI models. The U.S. National Institute of Standards and Technology (NIST) warns that corrupting AI training or input data can make AI systems “malfunction” in unpredictable ways, and stresses that no “foolproof method” currently exists to prevent such manipulation[4][5]. Another concern is model integrity and manipulation: adversaries may inject backdoors or trojans into machine learning pipelines, enabling future remote control of models or extraction of sensitive information. Experts point out that attackers could even steal trained models or use “model inversion” techniques to reconstruct private training data. In one vivid example of AI in attack, researchers discovered that a Chinese state-backed group had “manipulated” an AI coding assistant (Anthropic’s Claude) to carry out a large-scale cyber-espionage campaign. In that case, the AI agent autonomously infiltrated around thirty organizations, performing roughly “80 90% of the campaign” at speeds far beyond human capabilities[6][7].
Beyond technical subversion of AI, synthetic media and social engineering are exploding as attack vectors. Deepfake audio and video allow criminals to convincingly impersonate individuals. For example, cybercrime gangs have used AI-cloned voices in phone scams, prompting consumer alerts from regulators [8]. Phishing has become far more personalized: AI can scrape social media to craft hyper-specific spear-phishing emails or messages. In fact, deepfake-based fraud is now widespread a 2025 Gartner survey found 62% of organizations, reporting a deepfake-enabled social engineering attack, and observed that “attacks leveraging GenAI for phishing, deepfakes and social engineering have become mainstream” [9]. Business Email Compromise (BEC) scams are also “AI-driven” INTERPOL notes criminals using deepfakes of executives’ voices or faces to authorize fraudulent transfers [10]. These AI enhanced scams already cost companies millions; one UK firm lost $25 million after employees were tricked by a deepfake video call into approving a transfer [11].
Cybersecurity experts summarize the spectrum of AI-driven cyberthreats in bullet points:
• Data Breaches & Privacy Risks: AI systems ingest vast amounts of personal data (browsing history, health records, biometrics, etc.), creating high-value targets for thieves. AI’s “data-hungry” nature means breaches could expose intimate profiles, leading to identity theft or discrimination[12][13]. Even without direct AI involvement, the pervasiveness of AI in services (like finance, healthcare or internet services) means that any successful hack of corporate or government AI systems could leak reams of user data.
• Adversarial & Model Attacks: Attackers poison or perturb AI models to force errors. NIST experts note adversaries can use “errant markings” or malicious prompts to cause AI-guided systems to behave dangerously [4]. For instance, a manipulated road sign could fool an autonomous car. The NIST publication underscores that current defenses are limited and that organizations must integrate security “from the outset” of AI pipelines [4][14].
• Deepfake Fraud and Social Engineering: Synthetic voice and video can be weaponized to impersonate leaders or loved ones. As the World Economic Forum observes, attackers can clone a relative’s voice to scam money or trick employees into fraudulent transactions[8][11]. Deepfakes can also attack system authentication for example, bypassing voice-ID controls. These AI-enhanced cons are becoming commonplace: one report notes over $200 million in losses from deepfake scams in early 2025[15].
• Automated Campaigns & Espionage: Adversaries can deploy AI “agents” that autonomously scan for weaknesses, write exploit code, and exfiltrate data at machine speed[6][2]. CrowdStrike and Microsoft analysts warn that such automation drastically accelerates attacks, reducing the time to compromise and enabling simultaneous
campaigns at scale[2][1]. In short, AI is serving as “both sides of the same coin,” empowering defenders and attackers simultaneously[16].
In summary, global reports paint a daunting AI threat landscape. A recent Microsoft security report notes that malicious actors increasingly use AI for sophisticated cyberattacks, and stresses that international collaboration on AI security standards is critical[17][1]. Security surveys echo this urgency: for instance, an OpenSSF study found that 48% of organizations cite the lack of AI-specific security frameworks as a top challenge, and 40.8% report insufficient skilled personnel in AI security[14][18]. The technology’s novelty and complexity mean cybersecurity professionals are scrambling to keep up.
Regulatory Gaps and Oversight Challenges
Despite escalating risks, regulation is lagging. Many countries are only beginning to craft AI policies, leaving legal gaps. Industry analysts note that without clear standards, organizations lack “blueprints for managing AI-specific risks”[14]. Even existing laws may conflict: in Ghana, experts warn of a “bias testing paradox” where auditing AI algorithms for fairness could run afoul of the country’s privacy law[19].
In Ghana, multiple new bills are in play but their coordination is unclear. The government has drafted an Emerging Technologies Bill for AI and robotics, plus a Cybersecurity (Amendment) Bill to empower the national Cyber Security Authority, and is revising its Data Protection Act.
Analysts caution that overlapping mandates between these laws could create “a three-way jurisdictional arrangement” and leave startups and regulators in confusion[20]. Policy observers recommend explicitly allowing AI bias audits under strict safeguards, akin to the EU’s AI Act provisions[19]. At present, Ghana’s legal framework remains a patchwork: while the Data Protection Act (2012) regulates personal data and the Cybersecurity Act (2020) established a Cyber Security Authority, there is no dedicated AI law in force.
Globally, similar gaps persist: Europe is still finalizing its AI Act, the U.S. relies on agency guidance, and many countries scramble to catch up. Cybersecurity experts urge that piecemeal regulation will be insufficient. As OpenSSF notes, standardized security practices and supply chain audits for AI (e.g. cryptographic signing of models) are needed to build trust[14]. Until
such frameworks are matured, both companies and governments including Ghana’s remain exposed to the “disruptive” potential of malicious AI misuse.
Ghana’s Vulnerabilities and Preparedness
Ghana’s rapidly digitizing economy is particularly exposed to these global AI threats. The country has made impressive strides: according to the World Bank and ITU, Ghana ranks among Africa’s leaders in online services, e-government and cybersecurity resilience[21]. A recent World Bank-supported review notes Ghana “among the continent’s top performers” in cybersecurity models, and even among Africa’s top ten in AI readiness[21][22]. Yet these strengths mask underlying vulnerabilities.
Critical Infrastructure: Ghana’s digital infrastructure banking networks, mobile payments, utilities, and even national ID systems increasingly relies on smart systems that can incorporate AI. For example, mobile money penetration is expanding rapidly, and all government agencies are slated to deploy AI tools by 2026. If attackers target these systems, disruptions could cascade widely. This risk was illustrated recently when the official social-media account of President John Mahama was hacked to post cryptocurrency ads[23]. Although not an AI-specific incident, it underscores how even high-profile accounts can be compromised. Analysts worry that AI could supercharge such attacks: a deepfake of a public official endorsing a bogus crypto scheme, for instance, could dupe unwary citizens. Ghana’s transport, power and telecom sectors key to the economy could similarly face AI-driven cyber sabotage or ransomware.
Data Privacy: The threats to personal data in Ghana are acute. AI systems thrive on vast datasets (health records, financial histories, biometric IDs). Ghana’s 2012 Data Protection Act provides a foundation for privacy, and the Data Protection Commission (DPC) is active. In September 2025 the DPC launched a “Privacy is Personal” campaign to educate the public and organizations about data rights and safeguards [24]. The campaign explicitly ties privacy to the “digital era of Artificial Intelligence,” reflecting awareness of AI’s challenges [24][25]. Nevertheless, enforcement remains uneven. Experts caution that AI could enable profiling or surveillance unless strict standards are applied. Moreover, Ghana’s regulatory draft laws risk entangling innovation: for example, auditing an AI system for gender or ethnic bias could technically
violate the Data Protection Act’s restrictions on processing sensitive data[19]. Stakeholders suggest carving out exceptions for such bias-testing to avoid this conflict[19].
Cybersecurity Readiness: Ghana has institutional capacity on paper. The Cyber Security Authority (CSA), established by law in 2020, runs a national CERT and regularly issues alerts. In mid-2025, the CSA warned of a “disturbing rise” in deepfake video scams circulating in Ghana such as fake videos of political figures promoting bogus investment schemes and unapproved health cures[26][27]. This shows Ghana’s authorities are monitoring AI-driven fraud. Likewise, the government has prioritized training: by late 2025 over 550 Ghanaians had become certified Data Protection Officers[25].
Yet challenges remain. A country’s AI security is only as strong as its people. Globally, nearly half of organizations report a lack of skilled AI-security personnel[18]. Ghana’s tech sector likely faces a similar talent gap, compounded by its digital literacy divide. Rural areas still struggle with connectivity and cyber-awareness[28], meaning that educated city dwellers may be more vigilant than those in remote regions. Continuous capacity-building is needed: experts urge that Ghana invest in specialized AI security training and public awareness (for example, by including AI scam scenarios in cybersecurity education).
Importantly, Ghana’s high ranking in cybersecurity (third in Africa in ITU’s 2020 index[29] and still top performer by many metrics[21]) gives a strong foundation. Under the Ghana Digital Acceleration Project, the government is working with the World Bank to
“strengthen…cybersecurity resilience” alongside its AI ambitions[30][21]. These efforts can help close regulatory gaps and upgrade defenses. Still, given how fast AI threats evolve, Ghana must remain vigilant. As the Microsoft Digital Defense report advises broadly, “governments and industries are collaborating on AI security regulations…to mitigate the risks posed by malicious actors using AI”[17]. Ghana will need to be part of that international effort.
Looking Ahead: The emerging AI threat landscape demands proactive action. Ghana can build on its strong policy foundation by clarifying AI oversight (to avoid the “three-way” regulatory confusion noted earlier[20]) and by updating laws to explicitly cover AI risks. Cybersecurity frameworks should integrate AI considerations for example, by requiring security audits of any AI system used in critical infrastructure. Public and private sectors should adopt AI-awareness
training: given the CSA’s alerts on deepfakes[26], educational campaigns (like the DPC’s “Privacy is Personal”[24]) must highlight how to spot and report AI-enabled fraud. Finally, Ghana should encourage innovation in defensive AI tools: the open source community (as recommended by OpenSSF[14]) can contribute transparency and mutual defense.
In conclusion, AI’s global security threats are real and rapidly advancing. Ghana’s growing digital economy and society face these risks alongside other nations. By learning from international experience (reports by NIST, Microsoft, Gartner, etc.) and staying agile in policy and practice, Ghana can bolster its resilience. As one expert put it, with AI “both sides of the same coin,” nations must ensure that AI empowers their defenses more than it empowers attackers [16][17]. The time to act is now, and Ghana’s proactive steps from awareness campaigns [24] to lawmaking efforts [20] will shape whether it leads or lags in the new AI age.
